I thank the Minister for that full reply and look forward to anything further that he can provide. It is a great pity that we have to pass legislation on behalf of Northern Ireland, but I hope that we are now close to the Assembly being reconvened so that it can do this for itself. It is traditional that major pieces of social welfare legislation are carried through on the basis of cross-party consensus, and I am quite sure that there will be consensus on these important provisions to protect children. I would not want to do anything to delay their implementation in the Province, but I do not want to throw the baby out with the bath water. The accreditation pilot has been highly successful and has brought enormous benefits. I am somewhat reassured by what the noble Lord has said.
