I thank the Minister for that. His words may set at rest the minds of both employers and employees. They know that assistance will be available to help them avoid all the elephant traps that this Bill contains.
Turning to Amendments Nos. 141 and 146, is the Minister saying that the definition of harm in this Bill is in fact tighter than that set out in Section 31 of the Children Act 1989 because the harm does not have to be significant?
