I thank the Minister for his reply. On Amendment No. 85, the best way for a potential employee to find out whether the work they propose to do falls within the ““frequent”” category or that of ““on an occasional basis”” is to ask about it. Can the noble Lord tell me whether a potential employee or employer can check with the IBB specifically about a proposed employment relationship? Will the board be able to decide whether the proposed work is frequent or occasional, thereby preventing an offence being committed? No one wants to lay themselves open to such a risk. The difficulty here is that these things are vague and I fear that if the noble Lord responds to me by saying ““yes””, the IBB will be inundated by a flood of people who are not sure about the situation. Perhaps he would like to respond to the point before I move on to the other amendments.
