I am very grateful for the Minister’s full and detailed reply, which was most reassuring. The noble Lord, Lord Harris, and I will need to reflect on it. Before the Minister sits down, I should like an assurance from him. Do his remarks cover a social worker, for example, who neglects to see a child known to be seriously at risk when it was expected that the social worker would see the child, or someone who leaves an elderly person lying in soiled clothes over a period of time that could cause infection as well as considerable physical distress?
