Before the noble Baroness, Lady Greengross, withdraws the amendment, I should like to add my voice to what the noble Lord, Lord Laming, said. The Minister has before her four different Peers who have put forward a range of amendments in two different groups, all concerned with the same group of very vulnerable people. That is partly a result of our having been lobbied by various organisations which represent the people we are trying to protect and speak with their voice. There is a lot of concern and disquiet about how these arrangements will be dealt with under the Bill and how people receiving direct payments will be protected. I hope that both Ministers will have another think about this and see if they can come back to us at the next stage of the Bill’s proceedings with something that might address these concerns.
