Safeguarding Vulnerable Groups Bill [HL]

First, I thank the noble Baroness for her response on Amendment No. 107, although I am not entirely sure that I accept all that she said. I do not believe that what we are asking for here is in the least offensive. We were looking to protect those who I feel are particularly vulnerable—people who, although they are in their own homes, often feel very alone, frightened and uncertain. So they are looking to put a good deal of trust in these individuals. However, I accept her final point that those who are barred would be committing an offence if they were to take on this role. I will reserve my thoughts and perhaps consult other noble Lords who have taken part in this debate and those from beyond your Lordships’ House who feel strongly that amending the Bill in such a way would make sense.
