I am grateful. I blame my cold—I was not quite on my toes.
The noble Baroness, Lady Greengross, makes some important points. If, as the Minister said to me earlier, people making direct payments are perfectly entitled to make the checks online or by whatever other means, it is terribly important that there is a duty to make sure they are informed that they can do it, how they can do it, and that they are given assistance to do it if appropriate. A duty on the local authority to do that might be considered.
