I thank the Minister for that. I accept that, in his words, the social benefits are unquantifiable; I hope that local authorities will read Hansard and feel assured that the benefits far outweigh the costs. On that basis, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
