I thank the Minister for his response. I accept, as I think all employers would, that the burdens are reasonable in context. That said, it is reasonable for local authorities to be concerned and to ask questions up front about how much this will cost. I know from my time in this House that the additional burden placed on local authorities by legislation in recent years has been enormous.
I am grateful to the Minister for giving me the regulatory impact assessment on the Bill; I have been able to read the paragraphs as he read them out, which is very helpful. I have one question for him about future processes. It is good news that online checks will be much less expensive, much quicker and easier to use. How soon can we expect them to be feasible for everyone or in the main?
