I thank the Minister for her reply. I very much agree with her statement that she was in favour of individuals being independent and in control of their own lives. We are at one in that. What worries me is that people who receive direct payments to use as they choose often use them for services provided in their own homes. However, I shall look carefully in Hansard at what the noble Baroness said and decide whether the reassurances that she has given are sufficient to settle the concerns of the organisations that have approached me. In the meantime I beg leave to withdraw the amendment.
