My Lords, we are talking about a slightly different area of power. We have the power in the Bill as a consequence of the way of the way action is taken subsequent to the decision being taken. I take on board the noble Viscount’s point. If he proves to be right—and I think he would give due acknowledgment to my noble friend Lord Borrie and what he has identified is a quirk or idiosyncrasy that has crept into the Bill affecting its overall consistency, which happens from time to time—I shall address my mind to that and will table an appropriate amendment at Third Reading. At this stage, the noble Viscount should rest assured that we have taken his point on board and will look at it.
