Before the Minister sits down, does he not agree that those who voted in the other place against clubs being exempt were Members of Parliament from England, Wales, Scotland and Northern Ireland? Whereas the majority of honourable Members from the latter places did indeed vote heavily against clubs being included, although it does not really concern them, MPs representing English constituencies only voted for it by quite a small majority—56 per cent, I think. It is only those representing people affected by this who should be voting. It would have been honourable for MPs representing Scotland and Northern Ireland to abstain, but there it is.
