I understand exactly why the noble Lord, Lord Steel, has proposed the amendment. What kind of physical separation does he believe would provide adequate protection? Doors, for example, are rarely airtight, even when closed, and smoke drifts. How could any smoking area permanently bar employees? Who would clean the rooms in question? Who would provide service and clear tables? These are just some of the questions that I hope he will be in a position to answer.
