I am sorry that the noble Lord had trouble with the Chief Whip—I do not know who it was—but he should not have been intimidated. He should have stood up to him. There are no rules of closure in this House other than that ““the noble Lord be no longer heard””. If anyone wishes to move that, they may do so, but I warn them that it is a debatable Motion. The Committee should think clearly and closely about what it is doing. As I said earlier, we were supposed to be in Committee so that we could deal with this Bill at leisure, but it seems that the Government and the Whips do not want discussion; they simply want to push this Bill through on the basis that they are right and that everything they say is right and not challengeable by Members—or anyone else, for that matter. It simply is not good enough.
