First, I very much resent the attempt to close this debate in this or any other Committee or forum of the House of Lords. We are not under the control of the Whips in this House. There are no Standing Orders that bind us in the way that they do in the House of Commons. This is a Committee stage, and people who wish to speak are entitled to do so, and, as far as I am concerned, will do so, no matter what the Whips or the Front Bench think about it.
