Health Bill

First, I state an interest. Like my noble friend, I am a member of the House Pipe and Cigar Smokers’ Club. I shall ask only a quick question, which follows what the noble Lord, Lord Walton of Detchant, said concerning when the draft regulations will be published. I understand that he has heard that they will come after Report. Would it not be most helpful if they came before Report? With a Bill such as this, where the fundamental liberty of the subject is, I think, being attacked, it is essential that we know how the provisions will be implemented. There are a great number of ways in which they could be implemented—softly, hardly, or whatever. So we need to know at least roughly how the regulations will implement the Bill. I ask the Minister to answer that.
