I wish simply in two or three sentences to return to the wording of the amendment. First, the noble Lord, Lord Wakeham, may well be reassured that his boat is likely in law to be classed as a vehicle. I am not certain, but I think that it will be. Secondly, I point out to those who have proposed the amendment that the second part of it says,"““nor to any vehicle which is being used solely for private purposes””."
That would mean that the ban would apply to a sole driver using a car for business purposes, which I do not believe would ever be the intention.
