I did not say that. What I said was that the manifesto commitment was subject to an extensive process of consultation throughout the summer and autumn of last year. It was because of the outcome of that consultation that the minds of the majority of Members of the other place were changed. That was then incorporated into the Bill that has come to this House. That is quite different. It was not changed overnight or anything like that.
