I have two questions for the Minister and I sincerely hope that he will be courteous enough to give specific answers. The noble Baroness, Lady Finlay of Llandaff, has done a great service to the Committee by using the word ““amazing””. Thanks to her, I will also use it. It is truly amazing, in my submission, that the noble Lord, Lord Faulkner of Worcester, can get up and say that all bets are off on a manifesto because there is a free vote.
