This was not a question of being in an unsafe building; it was out in the open air, although of course I accept that the situation may have been unsafe. But I am glad that the noble Baroness mentioned proportionality, because that is what we are all about on my side of the argument. We believe that the action that is being taken on account of second-hand smoke is completely disproportionate to any danger that there might be. If she is prepared to be proportionate about this, she will be helping us.
