Yes, I said ““infest”” and I meant it, because they work under different conditions from British lorry drivers, who are at a great disadvantage. Indeed, environmentalists ought to know that many of these foreign lorries are travelling empty on our roads whereas the goods that they carry would be far better off on the railways. I am obliged to the noble Lord, Lord Faulkner, for making that helpful intervention.
We have to define who will be caught by this legislation and whether foreign lorry drivers will be caught by it. If so, the situation will be made even more complicated, because it is often difficult to define exactly what a foreign lorry is. I hope that the Committee will not treat this amendment as if it were of no matter. It is an amendment of great import, as I hope I and other speakers have pointed out. I hope that I am wrong and that the Government will not try to force this part of the Bill through this Committee in double-quick time because, as I hope I have demonstrated, that simply will not happen.
