Before the noble Lord sits down, he may be privy to what the Government propose to do in regulations. I do not know. I am not privy to that information—I cannot even get an answer to a letter. He now relies on regulations. Regulations can be changed very easily. We just heard about Wales. I do not know whether this is an exempt item for Wales. The noble Lord puts enormous faith in regulations. It is not a faith that after my 23 years in another place I have. If the provisions are in the Bill, a new Bill will be required to change them. Then everybody outside, not just us here—our concern is all the people outside—would know exactly what is to happen. But regulations can be changed. Apparently there will be consultation, but we will learn more about that in a minute. The noble Lord is being very—I am not quite sure what the word is—
