I have to say, Deputy Chairman, that it is an extraordinary committee where a noble Lord can rise and make assertions one way or the other. The noble Lord, Lord Clement-Jones, may well be right, but it is not normal to ask another noble Lord to go back and read the Second Reading debate and check whether or not the source was given. I am not even sure that it necessarily was. If we are to have a proper debate, I make the plea that, if any noble Lord makes a claim, he should give the source. That is all I am asking. So can we hear what exactly the source is? Otherwise it could be just a bit of published information that someone handed to the noble Lord 20 minutes before the Committee began.
