My Lords, I was quite happy for the noble Lord, Lord King, to move this debate. The mistake arose because he would normally have done so from his place, as does everybody who moves a debate. There was an error. He came from behind the Dispatch Box; he had already started speaking; and I certainly was not going to interrupt him.
