My Lords, I congratulate the noble Lord, Lord King, on securing this debate—or perhaps I should congratulate the noble Baroness, Lady Byford, on securing it and inviting the noble Lord, Lord King, to make one of his occasional visits to the Front Bench to give us a House of Commons speech which I found quite unfitting for the way in which this House normally approaches these issues.
