It is pushing at the bounds of credibility to suggest that when a clear commitment has been entered into by a Comptroller and Auditor General that will somehow be torn up once the Bill is enacted. If that were the case, there is always the power to introduce legislation in due course, but we have to live in the real world so far as this is concerned. I do not think that we are apart on what we want the outcome of this to be, perhaps just on the process by which it is achieved.
