Part 1 of Schedule 10 restates provisions of Schedule 11 of the 1989 Act on the granting, refusing and revocation of recognition of orders recognising supervisory bodies. The 1989 Act does not require such orders to be made by statutory instrument, as there is no provision to that effect. In passing the 1989 Act, it was considered that such orders recognising particular bodies should not be made by statutory instrument, given their nature. In restating the provisions, we think that position is right and should continue. In contrast to the 1989 Act, we have stated this in clear terms in the Bill in order to assist the reader.
