As ever, I am grateful to the Minister, but this is the land of the inexplicable. He is saying that it is made clearer by putting certain things in one part of the Bill and another part in the other, some of which are being repealed, when the whole section is being repealed. When the Minister reflects on the speaking note drafted by the excellent officials sitting behind him, he cannot hang on to that as an argument. To have part of the Bill saying that it is all repealed is to hang this argument on a fig leaf of respectability. I urge him to look at this again, in the interests of those who come after us.
