We do not need to hack this to death again today, but the Minister said that the reason for not wishing to have specific enforcement powers would depend on the subject. I think that an EGM was the example that he gave, which therefore would not have been validly called. Does that not apply equally whether you are sending electronic or hard copy versions? There is a specific penalty for not sending a hard copy version.
