My Lords, I merely stated the facts relating to the 10 years. In terms of recycling, the noble Lord makes an important point. It is one aspect of the new demands on local authorities, for all sorts of reasons that he would know, where there are increased burdens in cost. It is one element on which we are working particularly closely with the Local Government Association to establish where we go in future.
