Electoral Administration Bill

I am grateful to my noble friend for speaking long enough to ensure that I have the answer to the question. It is in the Political Parties, Elections and Referendums Act 2000. If my noble friend looks at Section 28 on registration he will see that much the same language is used to translate across to this Bill. Indeed, the words concerning obscene or offensive are in subsection (4)(c). The determination of that will be the Electoral Commission. So it would be involved in determining whether something was offensive. I hope that that answers my noble friend’s question. I am happy to pursue the matter outside the Committee.
