My Lords, what on earth are the Government doing trying to dictate this matter to the Assembly? Does the Minister not agree with the Constitution Committee that it is an inappropriate incursion into a matter that should be left to the Assembly to determine for itself? Surely this is yet another example of the centralist control so loved by this Government.
