Government of Wales Bill

Proceeding contribution from Lord Howarth of Newport (Labour) in the House of Lords on Wednesday, 22 March 2006. It occurred during Debate on bills on Government of Wales Bill.
My Lords, if it had really been the Government’s purpose to spite the minority parties, they would never originally have set up the Welsh Assembly on a basis of proportional representation. If they were going to reform the system now with that purpose, surely they would get rid of proportional representation. That, clearly, is not their purpose.
