I am grateful to both noble Lords who have contributed to this debate. I shall try to answer the questions they raised. On the question of overseas calls centres, companies that are registered in the UK or have a link with the UK are covered by Ofcom, even if the call originates overseas. That is the route for getting the information. We accept that it is not perfect, because direct jurisdiction would not be possible. It is often UK companies that are using or promoting the use of these facilities and are contracted with the offshore centres. Power to get to the UK end is significant.
