Renewables Obligation Order 2006

I thank noble Lords for their contributions to the discussions on this order. I shall try to deal with the questions that have been raised. Small generators were mentioned; I touched on them in the presentation. We look forward to discussions on the Climate Change and Sustainable Energy Bill because of the need for primary legislation to deal with that issue. The issue of easier access to microgeneration for those who do not have access to lawyers and advisers will be addressed. We hope that the Bill will allow agents with knowledge of the systems and procedures to act on behalf of microgenerators. That will deal with the point raised. The consultation gave rise to a range of views. The change will mean that new energy from waste plants will have an incentive to be CHP and more energy-efficient. The calculation required is very similar to that required for the climate change levy exemption. I hope that it will not be too onerous a calculation. I was asked why we are making this order now if we are going to have the review and deal with other matters in due course. It is because these changes are seen as sensible—that has been supported by the discussion today—and carry broad support from the industry. These changes can be moved ahead by this order so that we can make progress in the interim, and that seems worth doing. A question was asked about the use of moneys and what happened to the balance. Would the noble Lord mind restating that question? I shall see if I can help, but if I cannot, I shall have to write to him. However, I would like to deal with it now if I can.
