The maximum and minimum are not about the same concept. The maximum will control, if control is ever needed, the proportion spent on transformational grants. The minimum is to guarantee that there is sufficient expenditure on the other areas of the Big Lottery Fund’s necessary distribution. It is not maximum and minimum of the same category; they apply to different categories. It is floor in one area and ceiling in the other.
