Will the Big Lottery Fund have different criteria as a basis for awarding loans rather than grants? I hope the Minister will reply that the Big Lottery Fund will see its job as giving grants primarily rather than loans, but it would be helpful if he could say something about the criteria it will use to give loans and under what circumstances.
