But I think that the noble Lord, Lord Goodhart, was suggesting that the group concerned would turn a blind eye, by way of policy, to this happening in a particular area, which is not what the noble Lord is suggesting happened in the particular case that he mentioned. That was the argument used against my amendment. I am tackling the matter straight on. The noble Lord is not saying that that has happened.
