Electoral Administration Bill

Perhaps the Minister will make a general point on this amendment. I am concerned that we are leaving a lot to those pilots. Given that we may not get many opportunities when the pilot experience is available to us—this might be a classic case—will we have to go back to primary legislation to include something as important as this? This is an important issue and I hope that the Minister will be able to give us guidance.
