Natural Environment and Rural Communities Bill

My Lords, I support my noble friend Lady Byford, and the noble Lord, Lord Bradshaw. There is no question that the legislation effectively started with the publication of the Green Paper, not the Bill. The off-road fraternity saw that legislation that would tighten up the use of byways was coming, so huge numbers of them—we do not know how many—put in their applications. I urge the Minister to accept that that is the logical start of the cut-off date, rather than the publication of the Bill.
