My Lords, I think it is absolutely appropriate that the noble Lords, Lord Goodhart and Lord Kingsland, draw attention to this moment in which history is being made. Of course, it follows on from the debates we had earlier, but it is a moment to pause for reflection and perhaps it is a pity that there are only a handful of noble Lords in the House for this moment. The noble Lord, Lord Kingsland, asked about the discussion and approval of the draft orders. I mentioned in my introductory remarks that there was a working group of judges chaired by Lady Justice Arden and a group that contained wide representation from the judiciary. I can confirm that the discussions with the group chaired by Lady Justice Arden began very shortly after the Act received Royal Assent, in March 2005, and the group and the Lord Chief Justice have approved this order with no qualifications.
