My Lords, his terms of reference certainly embrace that. The noble Lord’s point is very important. There is state funding that can promote strong political activity of integrity at every level, including at local level. The stronger and more respected that political activity, the better for the health of our political system. We need to look not just at the issues of funding, for example, general elections, but of funding local activity in communities.
