My Lords, would the noble and learned Lord the Lord Chancellor tell us whether Sir Hayden Phillips’s remit will enable him to look at the ceiling of expenditure at election times? After all, that is part of the root cause of why parties want ever-increasing funds. Will he be able to comment on whether this should be reduced?
