I am grateful for the Minister’s lengthy response. As I explained in my opening remarks, this is a probing amendment dealing with issues raised with us by the Institute of Chartered Accountants in England and Wales. I was grateful for the Minister’s response. There has been a late change of heart. We need to talk to the ICAEW about whether it thinks that the Government are right to have a late change of heart.
