As the noble Lord, Lord Razzall, said, I have tabled Amendments Nos. A75A and A76A, which are in this group. I support what the noble Lord said about the ““predominant”” issue. It was not a misprint; we always meant the word to be ““dominant””—we preferred a different wording. That does not undermine in any way the points that the noble Lord has made. I support his amendment.
