I am grateful to the Minister for that robust rebuttal of the view that has been put to us. This is, obviously, an expert opinion that we received about the change in emphasis that has taken place. We will take advice and if, on further reflection, we are inclined to follow the Government’s view, we will obviously be happy not to press the amendment; otherwise, we will come back to it. In the meantime, I beg leave to withdraw the amendment.
