My Lords, it is my fault. I missed a point. The noble Baroness referred to those who employ dog wardens. I gather that 94 per cent of councils employ at least one dog warden. In 25 per cent of cases no fines are issued when people are caught and are known to be contravening the law. Why? That is a high percentage. My question need not be answered now. The Minister can certainly respond in writing.
