That would form a key part of looking at whether our pilots would be of value. My argument is that there is no point in testing unless you do so across the spectrum and thus get a realistic view of what could happen. For example, one would be looking for a geographical balance and a spread of different kinds of areas. That will form part of the discussions on whether we have the right areas to pilot. As I have said, when I have more information I shall share it with the Grand Committee, and certainly by the time we reach the next stage.
