Electoral Administration Bill

I would not like anybody to go away with the impression that I was in favour of identity cards. I know that the noble Lord says that they are an alternative to what I am proposing. However, I do not see identity cards being any use whatever other than in a voluntary capacity. We already have national insurance numbers.
