Identity Cards Bill

The hon. Gentleman refers to the anniversary of Dunblane. Last Saturday was the second anniversary of the Atocha bombings in Madrid. He knows perfectly well that because possession of an ID card is mandatory in Spain in order to have a mobile phone, that made it possible for the Spanish authorities to secure prosecutions.
